Car Parking on the Breakwater
The Breakwater is the rock wall or groin that is built to protect the floating pens in the marina from adverse weather and wave movements.
The design of the marina will have 95 pens on the inside wall of the Breakwater ranging from 15M to 25M in size. Each of these pens will have a dedicated car park allocated on the Breakwater which will be located directly behind each pen. The pen holder will be able to drive onto the Breakwater and park their vehicle within a very small walking distance to their boat. No other cars, except for service vehicles, will be able to drive onto the Breakwater.Access onto the Breakwater will be at the entrance of the jetty with the pen holder having a swipe card to raise a boom gate. This feature is unique for pen holders to be able to drive to within a small distance of their boat with supplies and passengers able to be loaded quickly enabling the vessel to depart from the marina in a short space of time.
Normally supplies and passengers are ferried large distances from where vehicles are parked in marinas to where their vessel is berthed. Accordingly these pens will attract a substantially higher rental rate and sale value than floating pen berths.
At construction phase infrastructure required for the marina including the Breakwater, car park and commercial/retail space will be built with some finger pens included to satisfy initial demand. As more demand for pens is received additional finger pens can be added at the sizes requested. This ensures full allocation of pens in the marina occurs as opposed to pens remaining vacant because they are too small or too big to satisfy existing demand.
The demand for boat pens is being driven by the lack of boat pens and moorings in the Rockingham and surrounding area. There is a marina facility in Fremantle/Coogee which is 35 minutes drive north of Rockingham and a marina facility in Mandurah which is a 40 minute drive south of Rockingham.
The Perth Recreational Boating Facilities Study predicts that recreational boat ownership will rise from 49261 boats in 2008 to 84857 boats by 2025. Although this predicted increase is mainly attributable to population increases, boat ownership also increases from 32 boats per 1000 population in 2008 to 43 per 1000 population in 2025.
The study also predicts that large boats (over 7.5m in length) will increase from 5162 to 9422 during this time. This represents an increase from 3.3 to 4.8 boats per 1000 population and also an increased percentage of the whole number of boats from 10.5% to 11.1% in 2025.
Demand for pens in the Perth region is estimated to grow from 973 in 2012, to 2381 in 2018, through to 4372 in 2025. The Southern Sector (Woodman Point to Singleton) accounts for 124 in 2012, 314 in 2018 and 615 in 2025, of this demand which is where the Port Rockingham Marina is located.
From existing sites, the total number of new pens planned to address the predicted demand to 2025 numbers 756. None of these are located in the Southern Sector. To date over 300 expressions of interest have been received for a boat pen berth. The interest in leasing for the commercial and retail area has been significant from various industry types (eg, retail, restaurants etc)
Henderson, Kwinana and the surrounding area from Jandakot down to Rockingham lacks a true high quality hotel offering. There is a current shortage of hotel and short stay accommodation in Rockingham and surrounding areas for both tourists and businesses.
The City of Rockingham has been a strong advocate to attract a major hotel development to the waterfront precinct including implementing a strategic marketing plan to position the region as an attractive MICE destination (meetings, incentives, conferences and exhibitions).
In addition, the Council has allocated $40M for the Rockingham Beach Foreshore Revitalisation Program which is aimed at transforming the area to a more pedestrian focused community destination featuring significant tree planting, street furniture and widened footpaths.
Rockingham is a rapidly developing residential area, with substantial industrial and commercial areas.
HMAS Stirling naval base on Garden Island, which is the major operational fleet base on the west coast and home to approximately half of the Australian Navy’s major war vessels, provides many employment opportunities for local contractors and naval personnel alike.
In addition, a $367M upgrade, expected to begin in mid-2018 to the HMAS Stirling naval facility, will increase substantially short term accommodation requirements for both employees and contractors at the base.
The provision of 90 hotel rooms on the marina will be operated under management by Estilo Group Pty Ltd under a franchise arrangement with Wyndham who will provide marketing and reservation systems and services, intellectual property and marketing support.

Retail tenancy will be available from 25m2 through to 1,000m2. Retail, commercial and service related businesses will have the very unique opportunity to secure tenancies in the vibrant marina area. Food and beverage operators will offer a diverse selection from café/take away, ice cream parlour through to restaurant quality outlets.
Gift and dive shops as well as tourist related businesses will also be attracted to the unique marina based location.
